The Emergency Operation Center (EOC) gives shelter and support to refugees migrating to Mediterranean countries. The EOC is designed to be homely and beautiful. Sustainable materials (bamboo beams and frames) and innovative techniques (aerobic cooling system, collection of water into two inner gardens) are implemented. Several Sustainable Development Goals 2030 are achieved by the project. It is realized with BIM (Revit). It has an enviromental and inclusive perspective.

II. DESCRIPTION OF THE PROJECT
Please provide a summary of your concept/ idea
The Emergency Operation Center (EOC) gives shelter and support to refugees, migrating to Mediterranean countries (Italy, France, Spain) from Lybia and Syria. UNHCR already provides a tensile structure for this purpose, but the EOC is designed to be homely and beautiful. It is made of sustainable materials (bamboo beam and frames) and traditional engineering techniques (aerobic cooling system, collection of water into two inner gardens). The building approach is innovative by itself: the refugees take part in the construction, guided by tutors into a workshop, a life-learning course for immigrants (that's related to women empowerment too) about construction techniques, sustainable housekeeping, and gardening. The adaptable and modular living solution can host 36 (thirty-six) refugees for short periods of time (1-4 weeks), approximately 15 families (many families made by a child and young single mother). This human setting provides the co-evolution of the environment cultivating the 5 hectares with tall trees (fruit plants are orange trees and lemon trees cultivated in Andalucia, Spain). The irrigation is provided by water collected locally and via primary infrastructure which is required for the new setting. The activities of the EOC belong to the third sector: care, health care, cultural mediation, and legal counseling. Third sector activities set up an interdisciplinary model that runs the EOC's long-lasting practices and internationally spendable services. The EOC achieves important goals for the rural development of this region driving social innovation, sustainable agriculture by new families of immigrants, moreover, it brings open fiber for the internet in a rural region of Southern Spain that mobilizes the whole rural community.

The Emergency Operation Center (EOC) is designed to be homely and beautiful. The project is implemented by Autodesk Building Information Modelling Revit (BIM). The Library of families about sustainable materials (.rft) is expanded by designing the EOC. The EOC is made of sustainable materials (bamboo beam and raw bricks for the jacket) and innovative systems (aerobic cooling system, collection of water into two inner gardens). The project is a benchmark for the low-cost sustainability of European green public procurement for every public building (primary schools, rural clinics/hospitals, local offices, and regional departments). The EOC starts a season of regional and local procurement in sustainable building, designed by young architects with BIM software, implementing the libraries of sustainable materials, insulation, and engineering system. Please give information about the key objectives of your concept/idea in terms of aesthetics and quality of experience beyond functionality and how these would be met
First of all, the EOC is a functional building. It is sketched on the basic aesthetic idea that "the posture of a reliable person is with his arms crossed on the chest", in fact, the plant of the building is designed with curves and linear shapes that look like a man with his arms crossed in a friendly and self-confident posture. The two curved buildings host functions: the first one is assigned to life-learning teaching activities and counseling, the second one is assigned to basic health care activities (childcare, elderly population care, vaccination, etc.). Then there are four linear buildings, that cross the curved buildings and join together in one point, the center of a circumference. These linear buildings accommodate 36 people into 15 rooms. The rooms have bunk beds and lockers (basic furniture that are in the touristic hostels for "backpackers" in all European cities) but is supposed to host refugees and immigrants, single mothers and children. Welcoming places are important to give shelter and to recreate normal routine, this is the reason why the inner gardens are fundamental green installations that guarantee restorativeness, with respect to "environmental stress" produced, on the contrary, by the built environment and crowded cities. The inner gardens are shaded during the hot summers and covered by tarpaulin during the rainy winters (enable the collection of water locally). The gardens secure a space for informal human relations, restorative relax and inclusion. This one-floor building has a roof with a certain slope that backs solar panels (energy production autonomously). The frames on which are installed the roof tiles of the one-floor building are made of bamboo wood (an easy-growing wooden plant that has the right diameter to become a sustainable building material). Beyond the aesthetic experience, there is an ethic model implemented, a lifestyle based on human solidarity that ensures mobilization of community and rural development.
Please give information about the key objectives of your concept/idea in terms of inclusion and how these would be been met
The EOC is an inclusive hub. The refugees take part to the construction, guided by tutors into a workshop, a life-learning course for immigrants (that's related to women empowerment too) about construction techniques and gardening. This way teaching by Bauhaus holistic approach (Study of Nature, Study of Materials, Study of Construction, Representation, Clay, Wood, Glass, Metal, etc.) commonly represented into a wheel (the Bauhaus course program), meets a new goal from a new teaching perspective, intended to be shared with refugees for the life-learning inclusive and sustainable program and techniques. Moreover, the EOC needs high-level skills for its regular functions and activities: doctors and nurses, caregivers for children, mediators, lawyers, and translators are required. These functions are carried out by both immigrant and European citizens. There's nothing more inclusive than cooperation between professionals and low-qualified people. We will live together to collaborate to common wealth enhancing especially those services to the people (third sector) that require high skills, such as cares, health cares, meditation, and teaching. Third sector services regenerate laborers' activities and create new jobs. The EOC is an inclusive harbor that creates collaboration among humans for post-materialistic needs such as education, health care, mobilization of culture, and socialization into a rural under-developed region of Spain, Andalucia.   
Please explain the innovative character of your concept/ idea
The innovative characters of the Emergency Operation Center are represented by both sustainable materials and engineering systems, and the activities and practices carried into the EOC: Bamboo beam and bamboo frames. One floor building can be made of wooden structure (instead of reinforced concrete) implementing circular economy and traditional working techniques; Raw bricks for the jacket. As the bearing structure and the foundation is made by the contractor company, the insulation and the cover can be built by not-hyper-specialized workers like the participants of a workshop (even immigrants); Tarpaulin for shading and collection of water into the inner gardens used for irrigation of species to cultivate locally (orange-lemon trees); Energy production autonomy due to solar panels backed by a 2-side sloped roof. Energy supply devices and USB sockets (USB is low-intense energy only 2,1 A) for private consumption of hosts; Aerobic cooling system. Nowadays energy-intensive air-cooling systems, that use chemical gas for air-cooler, are not sustainable at all! The EOC shading system and loop-holes system for better ventilation and fluid mechanic are sustainable, not-energivorous systems, bring innovative and traditional know-how at the same time. The innovation of materials and engineering system goes hand in hand with social innovation: Inclusive workshop: the refugees take part to the construction into a life-learning course (Bauhaus holistic wheel of courses); Women and children hosted into the EOC learn gardening and sustainable householding techniques, taking care of plants of orange and lemon trees into the gardens (co-evolution of the built environment and regeneration of rural spaces in southern Spain); Cooperation with professionals of health care (doctors, nurses and caregivers) into elementary basic health care (child care, care of elderly population) for immigrants that offer their voluntary service
Please detail the plans you have for the further development, promotion and/or implementation of your concept/idea, with a particular attention to the initiatives to be taken before May 2022
German, French and Spanish NGOs (OpenArms, SeaWatch, Médecins sans frontières, SOS Mediterranee) will be promoters of this project because they will take the building of the EOC. NGOs will have the official dealership for the license of use of the space built by the European Commission. The network between local authorities, NGOs, and European Institution implements cooperation and good practice for joint development. One year after (May 2022) the engagement of the local community and the funding of the building workshop is scheduled, the competition for the management of the EOC should be launched.
