An old building from Munich‘s former airport has long languished unused and moldy on the edge of a new development. Artist Michael Lapper and the KopfbauT initiative are bringing the building out of its slumber. Together with citizens of the district, they are turning the building into a lively cultural and civic urban laboratory in the cultural project „Kopf hoch 2020“ (Cheer up 2020!).

II. DESCRIPTION OF THE PROJECT
Please provide a summary of your project
Starting point: Messestadt Riem in Munich, a typical new development like many others of our time.
The Kopfbau - an urban laboratory and multiding (Multi space)
With the cultural project „Kopf hoch 2020“ (Cheer up!), the Kopfbau, an old derelict building of the former airport, was awakened from its slumber after 15 years and opened to residents from the district and visitors. From August to November 2020, various cultural formats such as exhibitions, installations and events could be experienced. They addressed current realities of life in the Corona year with themes such as travel and home office. There was a café run by residents of the district and a pop-up summer library. In addition, performers of a children‘s musical found new rehearsal space, and a home office choir joined the project. Spontaneous neighborhood activities and an open-air concert stage sprang up on the site.
History, present and a young diverse identity
As the last public airport building, the head building has a special significance for the district‘s self-image. The history of the airport has been documented in a compact exhibition: from its dark past in the Nazi era through the post-war era to the present. For the young multicultural district, dealing with local history is important in finding its own modern identity.
Art and culture are tools of vivid reflection and creative engagement.
The Kopfbau became a lively and interesting urban laboratory, which also had something to offer in the way of culinary delights with its café and homemade cakes. Events such as „Arthouse“ in the evening or Talk Talk 3 dealt with the future of the district and its society. The video installation „Street View CLIPS“ was a neo-realistic and at the same time artistic reflection of the district. „ACAB-Scrabble“ took up graffiti and youth speech. Lastly, „Der Wertstoffhof“ combined political current affairs with the challenges of the future such as plastic waste and climate change.

Please give information about the key objectives of your project in terms of sustainability and how these have been met
The intention was a broad discourse: How do we live? How do we want to live, also with regard to long-term perspectives and future generations? And what can that look like?
Sustainability issues - from waste to urban planning to travel habits - were to be anchored in everyday reality on the ground.
Here, too, local aspects play a role: the former airport as part of societal mass mobility and its conversion into residential space with a spacious park that offers a nearby urban recreation area and makes many a vacation trip unnecessary.
Please give information about the key objectives of your project in terms of aesthetics and quality of experience beyond functionality and how these have been met
Intended in the design of the various formats was topicality and the reference to everyday reality on site. Culture, art and design enable a change of perspective and an unbiased, playful approach to problematic issues in particular. A living city is synonymous with participation, change and development, for and by its citizens. Cultural strategies and perspectives will gain importance as sensual instruments of visibility and participation for the identity of urban societies.

In addition to technical requirements such as barrier-free access and toilets for the disabled, the focus was on access and participation for all: all ages and all milieus were given the opportunity to experience the Kopfbau as a place to reflect on their district, on current issues and the potential of urban society, and to be part of it. Many knew the building only as a ruin and a dark hole of a somehow dark past.

The project has created an awareness of the house and the history of the place among the population. At the same time, the cultural formats and active participation led to the democratic appropriation of this long-neglected public house.
This created publicity that finally could no longer be ignored by politics. Thus, the Munich City Council now decided to renovate the building. In an experimental phase, the building is to be used for civic cultural and social purposes over the next few years. And the „KopfbauT“ initiative wants to institutionalize its commitment.
Please explain the way citizens benefiting from or affected by the project and civil society have been involved in the project and what has been the impact of this involvement on the project
Citizen participation took place through various cultural formats and levels. Art and design played a central role as sensual and reflective formats. This was always linked to local and current realities of life and the question „What does this have to do with us?“
At the same time, the café, run by residents themselves, added another level and linked the cultural with the culinary. This added an important sensory and communal component. With the proceeds, everyone involved made a significant contribution to financing the project. People strongly identified with the project and the house as a community living laboratory.
Please highlight the innovative character of the project
„Everything is somehow connected to everything“. Culture and art were used to make the connections of current issues and realities of life vivid in a sensory way, and interested people were invited to participate. In addition to the linking of temporal levels, aspects of everyday reality (also greatly changed by Corona) were taken up and treated creatively. In doing so, the participation had a visible and valuable effect.
Please explain how the project led to results or learnings which could be transferred to other interested parties
The project „Kopf hoch 2020“ takes up the idea of the „New European Bauhaus“ on a local level. With cultural and creative strategies, the necessary current discourse is brought into the population, sensually and socially illustrated. In doing so, the self-efficacy and participation of society is enabled and democracy is strengthened. Many such small urban laboratories are needed to cope with the coming major transformation processe
